Learning Objectives

  • Explain the economic characteristics of airports and air transport demand and assess how these influence revenue generation and pricing strategies.
  • Apply the financial building-block methodology - OPEX, depreciation, Regulatory Asset Base WACC - to design and evaluate airport charges under single-till, dual-till, and hybrid regulatory models.
  • Interpret and implement the key charging principles set out in ICAO’s Policies on Charges (Doc 9082) to ensure compliance with international best practice.
  • Prepare and lead effective airport–airline user consultations, articulating transparent, data-driven justifications for proposed charges.
  • Analyze and monitor competition, market structures, and market power, and evaluate their implications for regulatory oversight and differentiated pricing strategies.
